For United States citizens:

Passport Processing Times Have Increased Due to High Volume. 

You’ll need to apply in person:

1) if you are applying for a U.S. passport for the first time
2) if your expired U.S. passport is not in your possession
3) if your previous U.S. passport has expired and was issued more than 15 years ago
4) if your previous U.S. passport was issued when you were under age 16
5) if your currently valid U.S. passport has been lost or stolen.

After you apply - Expect to wait up to 12 weeks before receiving your passport. (Previously it had taken 2 - 3 weeks). If you have waited longer than 12 weeks, it may be necessary for you to contact the National Passport Information center. Their telephone number is 1-877-487-2778 (TDD/TTY: 1-888-874-7793). There is a way to expedite receiving a passport, but this requires an additional fee plus overnight delivery costs. Please consider this service if you require a passport sooner than the 12 week period.

There is a way to check the status of your passport application online. This is often more convenient than speaking with a customer service representative from the National Passport Information center, because there are often delays due to large call volume.
